AT Consulting has implemented a resource management system for multiservice networks based on Oracle Communications MetaSolv Solution products in Rostelecom. The centralized system was put into operation in all the macro-regional branches of Rostelecom and was used in the telecommunications infrastructure of the Winter Olympic Games in Sochi. The project appears to be one the most large-scale deployment of Oracle Communications industry solutions in the CIS and Eastern Europe.
Due to the rapid growth in the number of subscribers and the extension of the network architecture, in 2011 the senior executives of Rostelecom decided to deploy an efficient network infrastructure management system. The system was intended to support the key business processes of the operator, namely, network planning and accounting, network design and optimization, service activation, application fulfillment, and, etc. Oracle Communications MetaSolv Solution products which focused on the handling with a wide range of services and had high scalability were chosen as a technology base. AT Consulting was the deployment partner.
The unified system allows the operator to keep centralized accounting of physical and logic resources, control orders for telecommunications services, cut down the rate of orders faultily completed, reduce the time for service actuation, and decrease the idle time losses due to the integration of the new system with Fault Management ones.
The project started in December, 2011. At the first stage which was handed over for beta testing in November, 2012, the deployment team automated the resource management system for IP/MPLS networks. At present, AT Consulting completes the automation of resource management for long-distance telephony, Signaling System # 7, service control for data processing centers, and VoIP and provides system support and the further development. The system was put into operation in all the macro-regional branches of Rostelecom and the Corporate Center on December 03, 2013.

The unified system has been built using a state-of-the-art technology platform, can be developed in the future, and supports all the types of IP network services for corporate customers including dedicated Internet connection and all the types of VPN IP. It’s worth noting that the system was extensively used in the telecommunications infrastructure of the Olympic Games in Sochi which complied with the highest standards of international sports competitions”, commented Gennady Marashan, Head of Network and System Automation and Support at Rostelecom.

In addition to the results gained during the first deployment stage, we carry out activities as part of the second stage embracing another segment of services in the company. We plan to realize some integration projects and develop the system functionality. While speaking of project complexity, I would lay special emphasis on two factors. First, the system was launched in all the branches of the company simultaneously and this fact added to the complexity. Second, the system start-up was performed during the Olympic Games which increased responsibility for results heavily. The system was put into operation in all the branches of the operator simultaneously from Kaliningrad to the Far East which considerably complicated the patronage period: user support was conducted in a broad range of clock zones.
