AT Consulting has implemented a budgeting system in Rostelecom

AT Consulting has automated planning processes in OJSC "Rostelecom". As part of this project, a unified planning system for all business units was created based on Oracle Hyperion Planning.

On April 1, 2011, the combined company Rostelecom was established, which consisted of seven multi-regional companies (MRCs). Immediately following reorganization, there was a need for a powerful budgeting system, which would include common principles, classifications and indicators. At the time of the project launch, these multi-regional companies had different methodologies of operational and financial planning, and different tools for automation. So, in North-West Telecom and Southern Telecommunications Company, accounting was done in Excel; in CenterTelecom, IBM Cognos was implemented; Sibir Telecom, Uralsvyazinform and VolgaTelecom used Oracle Hyperion solution; and Rostelecom and Dalsvyaz used Oracle Financial Analyzer.

The project started in February 2011 and developed in three stages. In the first phase, which ended in July 2011, system requirements were collected. The second phase, which ended in August, included development of a system prototype, and system simulation. During the third stage, from mid-August to late October, the solution was finalized in order to prepare the budget. During the third phase, user training was also carried out. In parallel with the implementation of the new system, the consolidated budget of the company for 2012 was prepared, which was approved by the Board of Directors of Rostelecom in December 2011.

"Automation of budget planning was one of the first IT projects in the combined company Rostelecom. Moreover, it was one of the largest deployments its kind in Russia. With a single system, we can improve the transparency of budget planning and execution, improve the reliability of data, and increase the speed of budgeting and reporting. In addition, the new tool based on Oracle Hyperion Planning will make the operation of local financial departments more efficient, reduce the costs of employee training, as well as costs for operation and development of multiple IT solutions", says Alexander Davydenko, CEO and Director of the Economy Department of Rostelecom.

Currently, AT Consulting staff is providing technical support and development of the system in all the branches of Rostelecom. In near future, the operator plans to connect over 40 subsidiaries to the system.

First of all, because of the reorganization of Rostelecom, a large number of methodological changes had to be made. In addition, the development of a single model, training of more than 350 users across the country, and deployment, beginning from the start of works and ending with the start of the budget campaign, were carried out in very short periods of time. Together with the customer’s team, which consisted of over 20 accountants, financial analysts, methodologists, and technical specialists, we launched the system in 9 months. This was facilitated also by our expertise in the implementation of such projects, and the experience gained in deployment of ERP in Rostelecom, as well as the readiness of our colleagues to promptly make decisions and changes", says Anton Shubin, Director of CPM Practice at AT Consulting.
