AT Consulting acted as the Silver Sponsor of IIC-2012 (International Information Congress) and, together with its subsidiary AT Consulting Siberia, presented new IT solutions for "e-Government" at the event.
International Information Congress "Electronic Government - new possibilities of managing the state" (IIC-2012) took place from the 6th to the 8th of June 2012 in Omsk, Russian Federation, which was sponsored by the Government of the Omsk region and the Ministry of Industrial Policy, Transport and Communications of Omsk region with the support of the Ministry of Communications and the Mass Media of the Russian Federation.
As part of the congress, Dmitry Vasilyev, a partner of AT Consulting and Director of the "E-government" unit, gave a presentation at the meeting of the Coordination Council on Information Resources, Technologies and Communications of the "Siberian Agreement" Interregional Association. In addition, AT Consulting Siberia, a subsidiary of AT Consulting, organized a stand where new information systems for "e-Government" were presented.
The service: "Information system on property and land in the region"
This IT solution is included by OJSC "Rostelecom" in the list of products for "e-government". The development of this solution was brought about by OJSC "Rostelecom". In 2012 companies began to market it to potential customers together under a partnership scheme. Clients are encouraged to use the information system, implementation services and computing power as a single service based on the SaaS model. The "IZK" property and land service allows users to organize inter-agency cooperation between all stakeholders in the delivery of public services in the field of management of complex property and land in the region, help with maintaining records on the management of facilities, rights, subjects and their relationships, and to create regulatory reports. The service provides information for decision-making in relation to the management of property and land complexes throughout the entire region. Work is currently under way to introduce the service in the Murmansk region.
"Reception center for electronic public services" information system
This IT solution implements the principle of a "one stop shop" for the provision of public (municipal) services. The system is designed for people and organizations that do not have access to the Internet or live in remote areas, as well as for older people, who are used to obtaining services in the "old-fashioned way", to interact in person with a departmental employee. Thanks to this solution, applicants can order services in places such as multi functional centers, departments of social services and pensions, libraries, and rural settlements, without using the online unified portal of public services.
"System for guaranteed delivery of the system for performance of regulations"
This IT solution allows employees of local government to process inter agency requests electronically even if they do not have a reliable link to the Internet. It is possible to work in "offline" mode which allows you to send and receive files with queries. The system also automates delivery of public services and their translation into electronic form, based on existing regulations, which are initially described in legislation.
"New solutions can significantly improve the quality of services in electronic form, reduce costs for building infrastructure, and increase the efficiency of programs that have already been implemented. In creating new systems, we were guided by the principle of obtaining easy and convenient access to information, regardless of the status of an applicant and the technical complexity of operations," said a partner at AT Consulting, Director of "E-government" unit Dmitry Vasilyev.
