Four banks have chosen eGovernmentConnector (eGC) designed by AT Consulting for on-line information exchange between credit institutions, the Federal Treasury, and state authorities. The product is already used at Vega Bank and is being deployed at Transnational Bank, Tikhookeanskiy Vneshtorbank, and CB INTERCOMMERZ.


According to Article 21.3 of Federal Law No. 210 dated July 27th, 2010, which came into force on January 1st, 2013, credit institutions are obliged to send information about state budget payments including traffic penalty ones made by individuals and organizations to the State Information System for State and Municipal Payments (SIS SMP).

The eGovernmentConnector application allows banks to promptly meet these requirements and start exchanging data with the SIS SMP through the Interagency Electronic Interaction System (IEIS). AT Consulting designed this product in last April. Vega Bank was the first bank using eGovernmentConnector; it already informs the SIS SMP about effected payments. Cooperation of AT Consulting with Transnational Bank, Tikhookeanskiy Vneshtorbank, and CB INTERCOMMERZ is carried on at different stages. Negotiations with about 120 banks are conducted.

Benefits of eGovernmentConnector are as follows:

• quick integration with information systems of the bank and possible work with eGC via the web interface and the file hosting service: Unified Formats for Electronic Banking Notifications (UFEBN), CSV files, and 2467-U;

• consultation on drawing-up and filling-in of applications and preparation of queries for recording in the IEIS;

• the best integration at the market: the cost of a license is 130 000 rubles;

• support of guaranteed delivery of messages to the SIS SMP and a federal executive authority.

Working via the web interface and the file hosting service permits to begin delivery of the required information to the SIS SMP as early as in 3-5 days. Besides, by implementing projects for our clients, we carry out additional consulting on preparation of all the documents needed for registration in the IEIS, help in conclusion of agreements with the Ministry of Communications and Mass Media and the Federal Treasury, provide a list of documents for a digital signature, and, etc.,” said Dmitry Vasiliev, Partner and Director of the Electronic Government Block.
